Why has Russia invaded Ukraine and what does Putin desire?

When Vladimir Putin shattered the peace in Europe by unleashing state of war on a democracy of 44 meg people, his justification was that modern, Western-leaning Ukraine was a constant threat and Russia could not experience "rubber, develop and exist".
But after thousands of deaths in ruined towns and cities and the displacement of more than than 10 1000000 people inside Ukraine and across, the questions remain: what is his aim and how will this war end?
What was Putin'south goal?
The Russian leader's initial aim was to overrun Ukraine and depose its government, ending for good its desire to join the Western defensive alliance Nato. Just he failed to capture the majuscule Kyiv and has now shifted his ambitions to Ukraine'south east and south.
Launching the invasion on 24 February he told the Russian people his goal was to "demilitarise and de-Nazify Ukraine", to protect people subjected to what he called eight years of bullying and genocide by Ukraine's authorities. "It is not our plan to occupy the Ukrainian territory. We practice not intend to impose anything on anyone by forcefulness," he insisted.
This was not even a war or invasion, he claimed, only the fiction of a "special military operation" that Russian country-controlled media are required to adopt.
The claims of Nazis and genocide in Ukraine were completely unfounded, but it was articulate Russia saw this as a pivotal moment. "Russia's hereafter and its futurity identify in the world are at pale," said foreign intelligence chief Sergei Naryshkin.
Foreign Minister Sergei Lavrov spoke of freeing Ukraine from oppression, while Ukraine's democratically elected President Volodymyr Zelensky said "the enemy has designated me as target number ane; my family is target number ii".
Russia invaded from the n, through Belarus, likewise equally from the due south and eastward, only Ukraine'due south tearing resistance has acquired heavy losses and forced the Kremlin to drop its plan to oust the government.
Has Putin inverse his aims?
A calendar month into the invasion, Russia declared its main goal was the "liberation of Donbas" - broadly referring to Ukraine's eastern regions of Luhansk and Donetsk. More than than a third of this area was already seized past Russian-backed separatists in a war that began in 2014.
The Kremlin claimed it had "generally accomplished" the aims of the invasion'southward start phase, which it divers as considerably reducing Ukraine's combat potential.
Simply Russian federation's failure to capture Kyiv, its heavy losses and withdrawal from areas around the uppercase, are evidence that it has scaled back his ambitions.
His forces are at present focused on seizing the two big eastern regions and creating a state corridor forth the south declension, east from Crimea to the Russian edge.
Ahead of the invasion it was articulate President Putin wanted all of the east, recognising all of Luhansk and Donetsk as belonging to two Russian puppet statelets. The caput of the Luhansk statelet has already suggested belongings a referendum on joining Russia, like to an internationally discredited vote held in Crimea in 2014.
It is not yet clear if Russia's leader besides hopes to command the entire southern region of Kherson and capture more territory along Ukraine's Blackness Ocean coast.
Beyond his armed forces goals, President Putin'southward broader need is to ensure Ukraine'south future neutrality. The Ukrainians have offered that in return for security guarantees from allies, as function of a wide-ranging peace plan presented in talks in Turkey.
Why Putin wants a neutral Ukraine
Since Ukraine achieved independence in 1991, as the Soviet Union collapsed, it has gradually veered towards the Westward - both the European union and Nato.
Russia's leader has sought to reverse that, seeing the autumn of the Soviet Marriage every bit the "disintegration of historical Russia". He has claimed Russians and Ukrainians are ane people, denying Ukraine its long history: "Ukraine never had stable traditions of 18-carat statehood," he asserted.
It was his pressure on Ukraine's pro-Russian leader, Viktor Yanukovych, not to sign a deal with the European Marriage in 2013 that led to protests that ultimately ousted the Ukrainian president in February 2014.
Russia and so seized Ukraine'southward southern region of Crimea and triggered a separatist rebellion in the east and a war that claimed fourteen,000 lives.
Every bit he prepared to invade in Feb, he tore up an unfulfilled 2015 Minsk peace deal and accused Nato of threatening "our historic future equally a nation", claiming without foundation that Nato countries wanted to bring war to Crimea.
What would neutrality expect like?
Earlier Ukraine presented its plans, Russian federation said it was because a "neutral, demilitarised" Ukraine with its ain army and navy, along the lines of Austria or Sweden, which are both EU members. Austria is neutral, while Sweden is non-aligned.
President Zelensky had already declared that Ukrainians now understood they would will non be admitted to Nato: "Information technology's a truth and it must exist recognised."

Security guarantees and neutrality, the not-nuclear status of our state - we are ready to go for it... If I remember correctly, this is why [Russia] started the state of war
Russia says Ukraine has become "more realistic" in its approach merely does not see its peace proposals every bit a breakthrough, so the state of war will continue. But this is Kyiv's offering:
- Ukraine would become a "non-bloc (or non-aligned) and non-nuclear" state, with no foreign military bases or contingents on its territory
- Strict, legally binding guarantees would require countries such every bit the UK, China, the United states of america, Turkey, French republic, Canada, Italy, Poland and Israel to protect a neutral Ukraine in the result of attack
- Inside iii days guarantor states would accept to concord consultations and come to Ukraine'due south defence force
- Ukraine would be immune to join the European Spousal relationship
- Ukraine would not enter military-political alliances and any international exercises would require consent of guarantor states.
Ukraine's bid to join Nato (and the Eu) is enshrined in its 2019 constitution, so whatever alter would require a referendum some months later.
What nearly Crimea and the east?
Russia is so far unimpressed with Ukraine'southward plan for the future status of Crimea, seized past Russia in 2014, to exist decided during 15 years of consultations. The Kremlin says Crimea is now Russian territory and the Russian constitution bars discussing its status with anyone else. "I repeat once more and once again: Russia'southward position on Crimea and Donbas remains unchanged," said lead negotiator Vladimir Medinsky.
Equally role of Kyiv's immediate peace proposals, all Russian troops would leave Ukrainian territory and the future of the eastern areas held by Russian-backed separatists would be discussed past the 2 presidents as function of a ceasefire pinnacle.
Ukraine will never agree to ceding sovereign territory. However, President Putin will not wish to abandon any territorial gains made during the state of war, especially as his declared aim is "liberating" Ukraine's east.
Ukraine has never taken seriously Russia's demand for demilitarisation, and Moscow's insistence on "de-Nazification" is only Russian propaganda. In the words of Ukraine'southward foreign government minister Dmytro Kuleba: "It'south crazy, sometimes non even they tin explain what they are referring to."
President Zelensky has said he is prepared to give Russian minority language status, along with the languages of other neighbouring countries, and does not see this equally a major consequence.
What'southward Putin'southward problem with Nato?
For Russian federation's leader the West's thirty-member defensive military alliance has ane aim - to carve up social club in Russia and ultimately destroy information technology.
Ahead of the war, he demanded that Nato turn the clock back to 1997 and reverse its eastward expansion, removing its forces and military infrastructure from fellow member states that joined the alliance from 1997 and not deploying "strike weapons nigh Russia's borders". That means Central Europe, Eastern Europe and the Baltics.
In President Putin's optics, the Westward promised back in 1990 that Nato would expand "non an inch to the east", merely did so anyway.
That was before the plummet of the Soviet Union, even so, so the promise made to so Soviet President Mikhail Gorbachev only referred to East Frg in the context of a reunified Germany. Mr Gorbachev said after that "the topic of Nato expansion was never discussed" at the time.
Does Putin take designs beyond Ukraine?
If he has, his military setbacks in Ukraine may have put paid to whatsoever wider ambitions beyond its borders.
After hours of conversations with Russia's authoritarian leader, German Chancellor Olaf Scholz concluded: "Putin wants to build a Russian empire... He wants to fundamentally redefine the condition quo within Europe in line with his own vision. And he has no qualms nearly using military strength to do and so."
Tatiana Stanovaya of analysis firm RPolitik and the Carnegie Moscow Center fears a spiral in a new Common cold War confrontation: "I accept very firm feelings that nosotros should become prepared for a new ultimatum to the Due west which will be more militarised and ambitious than we could take imagined."
Having witnessed Mr Putin's willingness to lay waste material European cities to reach his aims, Western leaders are now under no illusion. President Joe Biden has labelled him a state of war criminal and the leaders of both Germany and France meet this state of war every bit a turning point in the history of Europe.
Before the war, Russia demanded all U.s.a. nuclear arms be barred from beyond their national territories. The U.s. had offered to commencement talks on limiting short- and medium-range missiles, also as on a new treaty on intercontinental missiles, simply there is fiddling chance of that happening for now.
War in Ukraine: More coverage
What side by side for Russian federation itself?
President Putin has been stunned past the scale of the Western response to his invasion. He knew Nato's members would never put boots on the footing in Ukraine, just he could not have guessed the extent of the sanctions that are already having a dramatic effect on Russian federation's economy - and he is furious.
The Eu, U.s.a., U.k. and other Western nations have targeted Russian federation's economy in a variety of ways:
- Russia'south central bank has had its assets frozen and major banks are shut out of the international SWIFT payment transfer network.
- The US has banned imports of Russian oil and gas; the European union aims to cutting gas imports by 2-thirds within a year; and the Britain aims to stage out Russian oil by the end of 2022
- Deutschland has halted blessing on Russia'south Nord Stream ii gas pipeline, a major investment by both Russian federation and European companies
- Russian airlines accept been barred from airspace over the European union, U.k., US and Canada
- Personal sanctions take been imposed on President Putin, Foreign Minister Sergei Lavrov and many other individuals
No peace deal with Ukraine will bring these sanctions to an end, and Vladimir Putin knows that. Instead he has turned on Russians who accept opposed the war. "The Russian people will always exist able to distinguish true patriots from scum and traitors," said Russian federation's president.
More 15,300 anti-war protesters have been detained and almost all independent media have been silenced.
In that location is no meaningful political opposition left equally they have either fled the country, or in the case of opposition leader Alexei Navalny, jailed for years in a strict-regime penal colony.
